National Scholarship for college, university students, non hindi speaking states, and disabled students

Overview:

Scholarship is a boon for students, belonging to the weaker sections of the society, who are unable to further their education for some reason or the other. Scholarship is an incentive as well as encouragement for students, who are talented, but do not have the means to study further. There are a variety of scholarships – merit-based, need-based, student-specific, career-specific, and college-specific. The Ministry offers National as well as External Scholarships to the needy students.

The National Scholarships of the Ministry are :
  • Central Scheme of Scholarship for College and University Students
  • Scheme for Scholarship to Students From Non-Hindi Speaking States for Post Matric Studies in Hindi
  • Scholarship Scheme for Students with Disabilities – A Scheme of Ministry of Social Justice and Empowerment
  • Special Scholarship Scheme for Jammu & Kashmir

The External Scholarships offered through the Ministry are :
At present, the Ministry is administering scholarships from three main sources:
Commonwealth Scholarships for United Kingdom and New Zealand
Scholarships offered by China, Korea, Israel, Japan, Belgium, Italy, Mexico, Turkey and Sri Lanka.
Agatha Harrison Memorial Fellowship which is fully funded by Government of India

The Ministry also issue No Obligation to Return to India (NORI) Certificate required by Indian Immigrants in Canada, USA, Singapore, etc.

In addition all the above, the Ministry also runs the Central Scheme to provide Interest Subsidy (CSIS) on Educational Loans.
Central Scheme of Scholarship for College and University Students

The National Merit Scholarship Scheme, the objective of which was to provide financial assistance to meritorious students studying from Class XI to Post- Graduation level in Government Schools/Colleges and Universities has been discontinued with effect from 1.4.2007. However, a new Central Sector Scheme of Scholarship for College and University Students has been introduced during XI Five Year Plan. The objective of the scheme is to provide financial assistance to meritorious students from poor families to meet a part of their day-to-day expenses while pursuing higher studies.

The scholarships are awarded on the basis of the results of senior secondary examination. 82000 fresh scholarships per annum (41000 for boys and 41000 for girls) for graduate/post-graduate studies in colleges and universities and for professional courses, such as Medical, Engineering, etc. could be provided. The total number of scholarships has been divided amongst the State Boards based on the State’s population in the age group of 18-25 years, after segregating share of Central Board of Secondary Education (CBSE) and Council for the Indian School Certificate Examination (CISCE) on the basis of number of students passing out from various Boards in the country. The number of scholarships allotted to the Boards are to be distributed amongst pass out of the Science, Commerce and Humanities streams of the Boards in the ratio of 3:2:1. Students who are above 80th percentile of successful candidates in the relevant stream for a particular Board of Examination, in class XII of 10+2 pattern or equivalent and having family income of less than Rs.6 lakhs per annum, pursuing regular courses (not correspondence or distance mode) from recognised educational institutions and not availing of any other scholarship scheme, would be eligible for consideration under this Scheme. This is applicable to all categories of students both ‘general’ and ‘reserved’.

The rate of scholarship are Rs. 1000/- at Graduation level for the first three years of College and University courses and Rs. 2000/- per month at Post-Graduation level. Students pursuing professional courses would get Rs. 2000/- per month in the 4thand 5th year. The scholarships would be paid for 10 months in an academic year. This is subject to annual renewal on the basis of stringent criteria.

The Central Sector Scheme of Scholarship for College and University Students is covered under the Direct Benefit Transfer (DBT). Under the Direct Benefit Transfer (DBT) Programme of the Government of India, scholarships are disbursed directly into the bank accounts of the beneficiaries.

For smooth operation of the Direct Benefit Transfer (DBT), the Central Plan Scheme Monitoring System (CPSMS) has been devised. The CPSMS is a Web Based Transaction System, which facilitatesn Aadhaar Payment Bridge (APB) and Electronic Clearance Service (ECS) /National Electronic Clearing Service (NECS) /National Electronic Funds Transfer (NEFT) based payments.

External Scholarships
General Guidelines
Ministry of Human Resource Development, Department of Higher Education administers only those scholarships/fellowships which are being offered by the foreign countries under Cultural Exchange Programmes and other Programmes. The subject fields are generally chosen for those subject fields, facilities for which are available in the donor country and also keeping in view the national needs.

On receipt of the offer of scholarships/fellowships from the donor country, the same is advertised on Department’s website and in some cases leading newspapers and through circulars to States/UTs, Universities etc. giving all the details regarding amount of scholarship, age limit, educational qualification, experience etc. Application format is also published in the advertisement. No application form is supplied by the Ministry. The advertisements are published at different times for different schemes according to the time notified by the donor countries. However, tentative months, during which advertisements were published on the basis of offers received form foreign countries on the previous occasions, are indicated for convenience. Future dates will depend on offers when received. These advertisements are published by the D.A.V.P. and desiring candidates should submit their applications by the last date indicated in the advertisement. No application is considered which is received after the due date. Offers are open to both employed and unemployed candidates. Employed candidates are required to submit their applications through their Employers with 'No Objection Certificate.' However, advance applications are also considered provided the `NOCs' are submitted to the Ministry in due course. Application can also be submitted online.

The scholarships/fellowships are awarded on merit. The selection is made through a Selection Committee comprising of subject experts. Most of the scholarships are for Master’s and Doctoral studies. Details regarding scholarships are available in the advertisement and the advertisement should be read carefully before submitting the application to this Ministry. Incomplete applications and applications for subjects other than what has been notified are not considered. The decision of the Selection Committee on selection of candidates is final. However, decision regarding award of scholarships rests finally with the donor countries.

Applications of candidates who are residing abroad, are not considered. Candidates who have been abroad for study/specialisation/training either on scholarship or on their own for a period exceeding six months are eligible to apply only if they have been in India for at least two years after their return from abroad on a specified date.

Candidates should have adequate knowledge about India and the country for which application for scholarship is being submitted.
